Water Cooler
Can a water cooler use both function in a refrigeration cycle, which i want to use it to boil water and making cool water?

The answer is no, the discharge temperature will be well below the boiling point of water, also electrical elements for water heating are very inexpensive.
An electric kettle rated at 3KW can be purchased in the UK for less the £15.00 so I think in your part of the world it would be the same or less.Location, United Kingdom

YOu only can use it to col and to heat water to...let's say 60°C.
It's better to keep your mouth shut and give the impression that you're stupid than to open it and remove all doubt.
