trouble shooting freezer

Hi guys,
Just trying to figure out this little problem.
Freezer turns on, compressor turns on, feels like its running or atleast it is humming. However its not cooling down and the compressor is not feeling warm even after a few minutes of operating (disconnected fan to check temperature).
Windings are fine based on resistance reading, its definitely getting power but it doesn't seem to be operating normally as the compressor is not heating up and not refrigerant is being pumped as the pipes are not hot or cold. What else should I look for? TIA.

What refrigerant is it working on?

It's on r290. Embraco compressor
