Peter is right. Basically your need to have a refrigeration system then add more components to trim or fine tune the required conditions. So you need the refrigeration with the right temperature conditions to get you close to the required condition then you can use the heater (reheat) to increase the temp a little and reduce humidity with a humidifier (ultrasonic) to trim/increase humidity within the tolerance of the required condition. Really it's a bit of an art to achieve with slightly complex control. There are other methods used for the such as humidors in domestic applications.
A close control unit, but it depends on what you have in the room. If you have got boiling samples of anything, the humidity may be difficult to hunt.
Yah...it should be know what are the latent heating loads on the Lab.

If it is Lab is it going to have Fume hoods or what sort of lab it is? Is enough heat producing equipments are there? All the details are required to arrive at heat load and suggest a system. If the Heat dissipation assumed is more but in reality it is less then RH will raise .If the heat dissipation is more than estimated then the RH will go down.With load estimation we can arrive at proper system.
The number of persons there also influences the quantity of moisture (kg of water vapor) released to the medium.
