Electra RF60WUC1 Fridge Warm Under Ice Box

I have just bought one of the above and noticed that under the ice box is quite warm to touch constantly. Before I start complaining I wish to know from an expert if this is not normal. Any help appreciated.

Does the freezer and the fridge compartmet get down to the right temperature?

Is it always warm on the underside of the ice box or is it just warm for a period ever so often?
