1 condenser fan stays on at half speed.

Hi All , I was trying to figure out what would make one fan stay on at a slow speed all the time for our w/i, the other fan cycles with the compressor. The fan motor that has been staying on looks like its getting worn out because you can see the shaft moving up and down slightly causing the fan blade to wobble. I was looking for a manufacturer plate but could not find one. The unit is outside uncovered.

Without specific equipment details I would hazard a guess that it is for head pressure control
