Heat Pump Fan Not Turning

Dear Forum,

My heat pump fan does not spin. If I turn it off and try to spin it, it turns freely, but with it powered up, it turns tight. The cap seems to be OK; no bulges.
Is my motor shot?

Start by checking the capacitor properly. It may not have any physical defects but it could still be internally compromised. Compare its rated micro-farads against the actual. You may need to simple change out the capacitor. Also ohm out the motor windings as it may tell a story.
