hi guys , first time i post, i have a unit with heavily frosted suction line. and slow to reach goal temperature of 2 degrees , evaporator is not iced up. sight glass is clear of bubbles.....an occasional flash of bubbles..but mostly clear.
the unit is a fridge with new evaporator and new condensing unit new tx valve running on 404a.
condensing unit sized correctly, and double checked with distributor and evaporator matched .
...needle in a haystack question? got me....anyone got an answer?

If your target temperature is +2C then you must be evaporating at -4C at least. With a suction line gas temperature below freezing (0C) you must expect frosting on the suction line where it is un-insulated.

The pull down time will be dependent on the design, load characteristics and the ambient conditions, assuming that the system is designed correctly.

this may be a dumb reply according to the press its warm where you are,is it a new cold room ie are the panels/insulation warm? what temperature are you achieving, more info may be required to answer ,pressures etc.
