running pressures

Hi guys,i'm new to the forum so bear with me.
Done a leak pressure test today to a searle beer chiller system.The system had been left to run with very little gas in it so i suspect the compressor to have damage as it was hot and noisy.Found 2 leaks which i repaired,vac'd out the system and recharged with r407c.Once powered up the compressor became noisy again and the running pressues were near identical,60psi suction and 50-60 discharge.Iv'e never came across this before so any advice on whats going on would be appreciated.I personally think the compressor was only moving the refrigerant around the system as the discharge line had no heat to it at all+no dicharge pressure?!

If the compressor is wired correctly and not running backwards then the equalised pressures indicate that the compressor is what we call ' a non pumper' and needs replacing.

The evaporator has an expansion valve but as far as im aware it was all ok just running short of gas.Surely the discharge temp straight from the compressor should be around 250-300psi.Sounds like a 'non pumper',never came across one before,any compressor ive seen that isnt working is usually seized or shorted out.
Another thing we were debating over was on the condenser it stated r404a/r407c as the gas type,does this mean it would run with either or?In my experience r404a is for systems that run at a lower temperature ie chiller room,freezers etc.This beer cellar was set at 10 degrees centigrade.

if its a 3 phase scroll compressor then reverse a phase as the dont do much when running the wrong way

Check the tev to see what type refrigerant the system runs, R404A would work in a chiller application also.
