EEV sensor shorted out or break what would be the EEV position?

That would depend on the valve and whether it relies on a PTC or NTC sensor. If it is NTC a short could represent a high temperature which could motor the valve open and conversely and open circuit could motor the valve closed. But it would depend on the preset parameters of the valve as there may be a limiting circuit which may have been set to return the valve to a default setting in either of these cases.

I just find out most EEV employed fail safe mode of operation that will closed if power is interrupted or a wire broken.
