i installed a new TEV on a 15 ton R22 system and the Valve stem is leaking out of the bottom where the screw adjustment is .... there is a brass cap of course that i used some teflon tape and tightened up so it stopped leaking.

but why would that leak? overheating? can that valve be re-built ?

Yes overheating, depending on brand etc there is possibly a packing gland which you can tighten to stop the leak, usually requires a special tool very inexpensive.

Save time. Buy another TXV and after pumping system down replace guts and next time disassemble the valve before brazing.
