Could the starter be converted to an alternative? Units available from various manufacturers, probably just requires analyzing of wiring and some set-up of replacement unit.

Allen Bradley, danfoss, seimens. All do soft starters, depends on what controls/ inputs and outputs are required. Put the problem back to Johnson Controls for advise and direction.
