sometimes our ice machine doesn't cooling.. whats the reason???

what the parameters of ice making time...?
like a evap construction, dimension of capillary or quantity of charging....
can you explain to me...i want to share with you...because i still making last project in my college... :)

halo everybody...im making a soda cooling tank now and hopefully can get some help.
my tank size L - 8.5M
W - 1M
H - 3M
soda temp -45c
and i need to maintain the soda temp around 32c

another question is...
it is possible just install the 1inch steel pipe inside the tank as evaporator like block ice cool water tank?
and by now i already have 37kw daikin chiller compressor....
