I have a YCAS Chiller does anybody know how to change the low ambient temperature setting? Is it programmed in the control board at factory depending on the chillers design and application.

It can be changed via the Program menu but you will need a password, might have to phone your local York, (Johnsons) office to attain, as a question why do you need it lower than -3.9?
