Thermistor Pass, Fan Not Starting

I have an Amana AFD2535DE. I've done all the tests, everything is working but the Evaporator/Freezer Fan. The thermistor is working, and the fan is fully functional under
115v. So I'm not getting 115 to the fan. If someone could point me in the right direction it would be great. Thanks,

Compressor doesn't cut in until evaporator temp is down to minus 12 or so,only seen a couple of this make but in general a temperature sensor on the evaporator and pcb together would determine this and provide power to the fan..
