Lots of reasons why you would not but a few are.

If the house was not insulated very well.
If the occupency was sporadic (lots of comming and goings)
If the power suply was not stable.
If the cost of electricity was high.
If there were other heat sources available, Cheaper.

Solar, on a larger scale e.g small hotel, guest-house - is a fair bit more expensive (capital outlay) than a properly-sized AWHP system - at least, in SE Asia.

Difficult to make tepid water on cloudy days, as well.
