Because the static pressure and external are tightly related I don't think this situation could exsist. The fan is usually selected, along with its motor, belts and pulleys, to meet a set criteria of airflow against static. Lower the static on that match and the airflow will go up and vice versa.
As an example when a fan is selected to do an airvolume of x against an external static of y but is used against an external static of d the equation is
resultant airflow R=1/(square root(x*(d/y)squared))
x and R are m3/s whilest d and y are Pa
