York Marine Centrifugal Condenser leaks

Have a recent R-134a chiller only a few old that has several very small leaks at the tubes expansion joint at the tube sheet, both ends and random. Not over or under rolled, no erosion. Water flows and velocities are ok within 10% design. Water cleanliness is ok. Tubes are standard 90/10 cupra nickel marine use.

Thanks for the intro to this site, your question is one of my favourite subjects so I'll guess it...
Sounds like electrolysis, if you were able to dertime any defects in either plate or tube via macro photos, eddycurrent, or vibration should point in the right direction. One other area to look at is strain/stiffness between ends and fluid velocity.
