At these conditions the system would not need to run .... thus giving you the ideal operating conditions.

This sounds like an exam question and there probably isnt a difinative answer.

Systems are designed to cope with a wide range on ambients and if you live somewhere that falls out of this range then you get a high ambient system or one with head pressure control.

Can you be a little more specific in what you are looking for
