r134a inject baseline

how does one establish a r134a amount baseline outside a controlled environment? that is: how can a refrigeration mechanic have any idea how much is injected?

also, I am researching devices that will noninvasively provide r134a state stats (domestice refrigerator). any suggestions would be greatly appreciated. I hope to use infared or the like vs piercing the system.
