The main difference between PED and EN378 is that the first is a Directive, that is LAW, the second is a norm, which is to be obeyed under voluntary basis.
Where PED and EN378 differ, PED must be followed.
In term of inflammable refrigerants or in general dangerous gases, there are different views of the two.
Most manufacturers are certified in group G2 (non dangerous substances), while R290 requires manufacturers of equipments to be certified in G1, and all manufacturers of components of equipment as well.

No product in pressure can be put on the market without PED assessment, not just refrigeration or HVAC. For example water expansion tank or buffer tanks are subject to PED assessment.

This one is in English, but you can select French or German. I?m not sure about availability in other languages.

EN 378 is harmonised (supports certain technical requirements) and this is listed out in the ZA annexes in the standards. You should also note that EN 378 is currently under revision.

Strictly speaking it is EU member states legislation and EFTA countries only, but it may be that Croatia has adopted the provisions voluntarily.
