Arneg glass door heaters

Hi,

I am having problems with a Arneg freezer like dairy wall. The glass is fogging up all the time had a luck at the panel and found a hand dial thermostat where somebody and written already that it was related to the thermostat for the glass doors. Played around with it and it came on clearing about 100mm dia all around the glass on the three doors. Left thinking it just needed to be adjusted, get a call saying it had fogged up again. Went back and bypassed the thermostat it cleared the 100mm dia. This time I cleaned all the glass and left it spotless with heaters on direct. Got a phone call two hours later to say they had fogged up again. Model is a bream 4

Can anyone help me out?
