what regulations do refrigeration wholesalers have to abide by?

It's strange but engineers in the industry have to abide by legislation does the same criterior apply to wholesalers?,the reason I ask I was at a wholesalers in Birmingham not a national by the way,a guy came and purchased refrigerant and I know for a fact he has no certs pretty sure he books them to someone's account who has the certs guess he pays the company who has the account is this one way of bypassing the rules?

You might also find refrigerant being transported by couriers in loaded estate vans, no ventilation or signage.

here and Australia each individual service guy has to supply a certification card, like credit card with mug shot on it , to purchase any refrigerant, gets even more difficult purchasing ammonia, another certificate.

Your right,I have reported them it's not cricket when we have to comply and others just bypass regs also told the refrigerant company that supplies them and they said an investigation is underway and if they find irregularities then no more refrigerant will be supplied to this wholesaler the environment agency told me that it's paramount to carry my certs at all times plus records of usage need to be adhered to refcom which oversee the rules have also been made aware.

Got a response yesterday,from two bodies I reported it to and things are in place if they are found to be supplying without certs then the company that supplies them will be asked not to supply them and the wholesaler will be fined and other refrigerant companies will be told not to supply them,a side note is that they are under investigation already because complaints have been raised by others in the past so guess this wholesaler is toast when it comes to refrigerant suppliers to the trade.
