Mitsi 5 flashes/rotor lock inverter test question

Got 5 flashes on inverter. Tested compressor windings 1.4 ohm between phases all balanced and nothing down to earth. Didnt megger. Tested inverter with compressor disconnected and lights flash for few seconds then all leds just stay on. Is this okay? Ive tested other inverters and the leds all keep flashing.
Amps on each phase ramps to 12A with compressor connected then board cuts power.

Should the led lights stay on or flash? I thought maybe the board quickly ramps to full speed so it flashes for few seconds from startup and then suddenly just stays on as the frequency is to high to see the flashes. Any thoughts on this? The compressor have been changed once the client says.

All faults indicate locked compressor, but the windings test okay with multimeter and the constant on led on inverter checker im not sure of. Cant decide if its the board or the compressor. Any other way to check to verify?

Put the unit in test run with the compressor dissconnected. SW4-1 IF it's a split type of SW3-1AND 2 ON city multi. check you have a balanced AC voltage to earth on all 3 phases

What should the ac voltage be? Also is this with compressor disconnected right?

Yes compressor disconnect, it doesn't matter what the voltage is, just make sure each phase is balanced to earth. Ie same voltage.
