Whats the water quality like? Scale likes to build up on the hot spots of heat exchangers, how smoothly is the water valve moving. Once you know the hx and valve are opperating correctly then we can look into the rest of the system, sticky lls weak hp switch so on.
    Now in Redvers Sask.

Is this a new system ?
What type of condenser is it ie Shell & Tube,Plate ?
Which way does the water flow through the condenser, in the bottom out the top , in the top out the bottom ?

Faulty water regulator valve, maybe. Or water supply intermittent cut offs.
Are you sure in your correct model name?

Exchanger with low heat transfer due to dirt.
    low flow of cooling water.
