This could be an error in the external protection device or activation of the external protection device or an improper field setting. It could depend where the flow switch has been connected.

What would be classed as a external protection.the flow switch is connected through 3 and 4 on the condenser.

Maybe a fire alarm interlock or remote time-switch possibly. Possibly a high/low water temperature stat. Electrical interlock with external pump contactor maybe.
