Carrier TM1000 rear evaporator fan not working

I have a Carrier TM1000 rear evaporator fan in a trailer. Replaced micro and fan relay board. I have no power to the fan relay board. I have power out of my generator, power down to my high current box, but no signal to the power wire for the fan relay at the board (splice J16?) Any suggestions would be helpful, thanks!

Don't know what vintage of TM1000 you have. If it is a newer one the power for the evaporator fan relay coil comes from the 2nd compartment defrost relay which gets it power thru the 2nd compartment run relay which gets it from Fuse 7. J16 is a plug on the undermount control box.
