Panasonic twin split

Hi all, been to look at a Panasonic twin split. Condensing unit model CU-W43BBP8. Cassette model - CS-W24BB4P. It has a infra red remote.

Condensing unit would not run, all fault lights were on on the outside board. After disconnecting the master units drain pump I got the condensing unit running in both heating and cooling however the slave unit fan will not run, it is getting no voltage whatsoever (slave unit has led 1 on green and led 2 flashing red constantly). Drain pump functions normally on this unit.

The master units drain pump is constantly getting 70 volts both with the float switch open circuit or shorted out (the pump runs correctly when given an independent supply). Green light on only on this board. All fault lights are still on on condensing unit.

Any ideas?
