Richard, DEFRA produced a draft version of their new SI some while ago and there was a consultation period until February 14 th to receive industry comments.

You can read the draft version here:
    http://www.defra.gov.uk/corporate/co...ing/annexA.pdf

To make complete sense of the whole thing you will need to refer to the EU Regulation on ODS 2037/2000 for the background, articles 16 & 17 are specific to this topic.

    Specifically this new Reg is

    1. UK only (Separate rule for Northern Ireland)
    2. ODS only ? not F gases, but DEFRA have made it clear that the new F gas regulation will bring the law into line so that the same requirement applies to all substances.
    3. Applies to ?Relevant Work? that is defined in the regulation

The requirement for qualification is only for the physical handling of ODS refrigerant into or out of the system and during service. In theory, reading the words in the Regulation, if your pipe stranglers and their mates never touch or handle ODS refrigerants in any from, either commissioning, servicing or during reclamation, then it does not apply to them. Equally it does not apply to the person who delivers your refrigerant to site. It is the man, and his mate if necessary, who work with the refrigerant.

At the end of the day, neither CITB or 2078 is rocket science and many other countries have had much more stringent rules in place for years.

The primary function of the design engineer is to make things difficult for the fabricator and impossible for the serviceman.
