What do you think about the combination of turbo compressor and R718 ? A valid, future, alternative for HVAC systems?

My friend Brittany Benzaia built a hybrid air conditioner that uses an evaporative condenser to cool a water based vapor compression cycle. The compressor is driven by a switched reluctance motor that can operate at over 100kRPM. She claims that it's 40 SEER equivalent (without elaborating) but I suspect that can only be attained in very hot, very dry climates like Arizona.
