    Dear friend
if that suction line valve is locked
if that valve copper tube brazing is dummy or closed
indoar unit fan motor is not started
Evaporator fins are clogged or blower also clogged

Where are you taking the pressure reading from? Inside the unit or on the larger service valve?

Somewhere in the refrigerant flow you have a restriction, normally these can be found by following the flow and checking for temperature drops.
It might be that the EEV isn't working as it should, it might be that the smaller service valve not is fully opened, it might be that a strainer is blocked or it might be a kink in a pipe somewhere...

Does this unit have a service port on the smaller valve on the outdoor unit? If so, how does the pressure there compare with the pressure you are getting on the larger valve?
