Well If I bought a few bottles of refrigerant in ebay or any other random sellers without any paper work could I be able to swap them up for a filled one in a registered providers or they might will ask me for the references of this bottles???

That's not how the system works here in UK.
Here you aren't actually swapping cylinders. What you do is that you take a cylinder from the wholesaler and then pay rental until that cylinder is returned, all tracked by the cylinder's serial number.

(Yes, most of the wholesalers are offering a rent free period but the above still applies)
