    How is the best way to determine the correct angle and GPH for a
    downflow oil furance in a mobilehome?

    I don't know this type of heater, furnace, but my first thought would be to get the information from the manufacturer.

    They would have done extensive studies regarding the firing of the burner and all sorts of bad combustion can arise from incorrect settings.
