R507a and R404a freezer replacement in Australia

As most Aussie fridgies know the carbon tax has made these 2 gases very expensive, almost unusable. Medium and high temp applications can be retrofitted to R134a which isn't as expensive because of its lower GWP.CO2 is a good, cheap refrigerant for low temp freezer applications but requires cooling from a secondary refrigerant (such as R134a) making it expensive and complicated to set up on smaller applications.Propylene as a refrigerant, has pressures in the ballpark for freezers but is flammable so possibly dangerous.Does anyone know of any safe, cheap low temp refrigerants suitable for small to medium sized applications such as commercial freezer rooms? There is a replacement for R404A, R407F which has a lower GWP (1825) then R404 (3922).
It is claimed it can be used in Medium and Low Temp applications, Heatcraft are selling it I think.
