qualitair cellar cooler Invicta ICCe

hi all anyone have a manual for the qualitair cellar cooler
model number is J70760

suspect the unit is a little sog i found the evap full of ice. sight glass flashing and oil at flare nuts.
air on was 19 degrees c and air off at 11.7 degrees c.
unit is running on R407c
