Trane ECGCL chiller running - limit

I have a Trane ECGCL600 chiller that will only run on limit, the condensor fans run slow speed but the compressors won't kick in, display is as follows

Chiller Mode - Running - Limit
    CCT1 - Running
    CCT2 - Running
    Evap ent/ lvg Temp - 22.6/22.7
    Active CW Temp - 10
Active demand Limit Temp SP - 100%

    Reports
    CCT1 Evap sat rfgt temp - 15
    suct press - 655.7 kpag
    evap approach temp 7.6

Any suggestions most welcome. ( a guy from Trane recons its running on limit because flow is above 15 degrees ?? but aint thats what the chiller is for)

It seems water T is to high. Reduce heat load temporary an let temperatute drop below 15C.

Ok, this is an old-ish thread, but for the benefit of anyone else with a similar question:

The guy from Trane is right. With a water temp. over 15°C, the chiller will run on limit mode to pretect itself from nuisance trips / possible damage due to the excessive heat load. [Chilled water systems are designed (usually) for around 12°/7°C in/out]. Once the chiller gets the water temp below 15°C, it will start to load up.
It's standard on all Trane chillers.

check the calibration of all components, as well as water velocity, the display tells you that are running limit scroll compressors, if possible tell me what type of refrigerant is the machine
