breaches of h&s law/F-Gas

can anybody in the uk tell me who to report h&s breaches to regarding a company that has been continually warned about not getting its staff to f-gas level, and yet still vac's and gases freezers with 404a and 508b without any relevant training only in house
i am under the impression that the c&g f-gas is the minimum requirement to gas refrigeration equipment???
