Warehouse wine storage

I need cold storage for wine.
11,000 sq. Ft.
24' ceilings with R30
Walls 6" concrete tilt up
Maintain 55 degrees F
Will be used as a packing and shipping area

Would like to use AC system but my hvac contractor says that would be t low of a temp.

Looking for a design and information.

Your contractor is right 55f (13c) is too low for standard air con, you need a good refrigeration company to specify and design for you, there are a few posting here, may be able to point you in the right direction.
