bitzer frequenty regulator

hallo,

i have a bitzer 4CC6f1, with a build in frequenty regulator
all the connections are ok, like bitzer tell to, but the compressor starts some seconds, not in full power (he gets 10V, thats 100% workings demand), after some seconds he stops and i have to reset it,
no failure from internal protections or pressostats
Bitzer dont know what to do,
Have somebody an idea?
