The indoor fins (fan) in heating mode only runs when the indoor coil is hot.
So faulty coil thermistor detecting the heat, or reversing valve operation in the outdoor (coil, valve, wiring) or system short of refrigerant.
If you're a tech that's easy things to check (is the indoor or piping cold? is there power at the reversing valve solenoid? what is the pressure in the pipings at the service valve? etc)

Does the system have a Pc Board with cold air prevention mode? Does this occur only at start up and it eventually come good or does it do this activity all the time?
