Is it possible to produce a condensing unit that can both produce the cold wind and cold water. So it means that the condensing unit has two functions. Then we do not need to buy another equipment such as FALLING FILM CHILLER to produce cold water.

Yes you can use a Daikin Mini chiller they have them from up to 6 to 16kw which is what i think you are after.

Your terminology is confusing.
Condenser is device in witch some gas changes his state from gaseous state to liquid state. To do that it must reject heat. Therefore condenser cannot cool anything. It could only heat.
What are you referring here as "CONDENSER" is actualy Chiller. That is compact device which has in itself heat exchanger named condenser (could be refrigerant to air or refrigerant to water) as well as heat exchanger named evaporator ( refrigerant to water/brine), expansion device (TXV, EEV), compressor, maybe water pump/s and control and measuring devices.
That is not condenser. That is water/brine chiller.

If you wish both cool water and cool air than you need fan coil for cool air production that could be connected to water/brine circuit which is cooled by that chiller.
