York YCL504155A5OYA Chiller RF leak?

I was leak testing yesterday when I noticed the pipework between the drier and the TEV on circuit 1 on this chiller was cold 11deg c. (It was shut down). Looking in the sight glass you can see the refrigerant flashing off.
Static pressures were

CCT 1 LP 3.14 bar HP 3.1
CCT 2 LP 3.0 HP 6.9

Now is this caused by the pressures equalising accross the TEV when the plant is shut down or is this circuit leaking after the TEV? I have been unable to find a leak so far.

Is the sight glass after the drier?
You should check the filter, it might be blocked.
