air-conditioning
can anyone explain this?.
new air condition is not cooling,the ampere and the refrigerant is okay

Based on the information supplied, i would say it is broken.
With out any more information, like make and model, temperatures, pressure, etc etc readings its impossible to say. Post more details.
Bit like saying "my car won't start, why?"

More details pls?,and more troubleshooting.,check your expansion valve and filter drier.

if wat you say about the refrigerent charge and amperage is correct i would try a pump down check of compressor you may have an internal problem that does not alter the current draw.

Possibly high humidity, where all cooling is dehumidifying and zero effective cooling, suggest system really undersized for duty.

What SEER Rating is the condenser?
What is the outdoor temperature & the airflow temp coming off the outdoor condenser?
What is the indoor humidity?
What are the Return-Air & closest Supply-Air temps?
Is there good indoor airflow to the rooms?
With that info, we can tell U if it's anywhere near its ballpark nominal BTUH rated performance.
Get accurate indoor Supply Air/Return Air wet bulb temps & airflow CFM & I can ballpark its actual operating BTUH. Convert degrees C to degrees F temps.
