Technically, Ammonia can be used anywhere. Local regulations (fear) often prohibit or restrict it.

    Re: Ammonia Refrigeration for Winery

I worked on the operation and maintenance of refrigerated food industry in Bosnia, the hladnjaca has received 12t ammonia. As the refrigerant is very strong and dangerous, and for the handling of ammonia should be well-educated workers. I think has a future in Ammonia refrigeration technology Because of this, which is biodegradable and not harmful to ozone. (I wrote this through google translate so izvinjvam due to bad grammar and netecnih river). Compressor station had 9 Sabroe smc180 / 8 with 4 cooling system-10.-32.-40 and -42

Ammonia is used in a lot of the larger California Wineries. It can be used straight up or as a primary refrigerant to propylene glycol.

If you use it as a primary refrigerant then you total charge can be very small ... means very safe plant...

Of course complete project must be done by some real professional team knowing what they are doing...
