What type of machine are you talking about. Is your refrigerant water? is your absorbant lithium bromide?

If the machine has been running at low load for a long time the water may be contaminated with lith/brom this needs to be reconstituted. You may have to add some octy alchol to the water,The steam or hot water needs to be at the machine design temp and the condenser/absorber water needs also to be at design to ensure correct operation. Take samples of refrigerant and lithd/brom and check consentrations
