was wondering if there is a tool for checkeing run and start capacitors .

Some multi meters have a facility on them to check capacitors

It's not my "invention" which I use for cap test: Switch it into the net it is intended for and measure the current. Good cap's current is about mF/14. Only be sure the start cap (usually black coloured) be to net no more than for 2-3 sec-s.

My "tester" no "low life" would steal from you (see Feisty's sad story "Crap happens") and it will never get lost.
