I want to chill down 15lts/m water

I am looking for a system that can keep 12C degree water at 12C degrees at approx 15lts/m using single phase 240v 15am power source. I want to chill down a 1000lt tank before hand to around 8c degrees then add water at ambient temp of approx 25c to 30c degrees at a max of 15lts/m.

I have looked at glycol systems and am looking into the use of Caltrel piping.

Any ideas or thoughts regarding this would be appreciated.

In a way you described this request, it doesn't much make sense to me!
