    charge problem

When I charge R404 to a freezer system about 10.0 oz, the suction pressure is only 7psi. However, when I vacuum it and charge 9.5 oz first, then charge 0.5 oz, the suction become 15psi. Does anyone know the reason? I use a electronic scale. Thanks.
