Why the HV transmission voltages are always multiple of 11? Anybody?

Some engineer was quoting some form factor which is 1.1 hence it being multiple of 11 mostly, what do you say?

constant value to make standards for the whole world... for foreign unit/imported units from other countries can be used in some other country.. just an opinion..
