You are missing information, RLA stands for Rated Load Amps, according to UL is the Maximum Continuous (altern) Current/1.56
LRA stands for Locked Rotor Amps, this means inrush minus the hysteresis effect.
Though you could state watts if you have RLA and LRA info of one manufacturer and type of motor, it is not possible to say something in general like you want.
