York model YTK7L6F2-CWG chiller-R-123
Under low load conditions or standby. Why does the oil migrate to the refrigerant? Is this caused by a leak in the system?

Is the oil really migrating or is it pushed out due to low load!?
Is the oil heater ok?

That was my first thought oil filter clogged.The oil heater is operational, but is there a limit to how hot it is getting? It maybe cooking the oil. The last service while cleaning the sump, we found some harden sludge pieces and caked up filter.
